How does the tax free salary work for Irish Citizens

Hi,

My husband is thinking of accepting a job in the Middle East and the salary is tax free. How does this work? Would he have to stay out of Ireland for so many days? Is there forms one has to fill out before he travels out there? Any advice would be helpful.
