It's going to be difficult.

You may want to try Linguistics rather than a Security position. I know many of the Ugandans in Iraq speak English very well and this may allow you to work with companies which are tasked to train Ugandans.
You will need to develop a clear and readable Resume, free from spelling errors and one which demonstrates your strongest points. After, file your resume with different companies such as "Dyncorp" at this Web address;
http://www.gls-corp.com/index.cfm?page=contact
There are Security positions you may apply for, unfortunately, many recruiters who have literally 100's of applications for employment in front of them will see "Uganda" and pass it by without reading it.

You will need to have ready for inspection a copy of all Military and Schooling Transcripts and submit these records to many different companies.
WARNING! Be absolutely sure of the web sites you submit these records to so you do not inadvertently send them to someone who's motives are less than honorable.
Also submit your resume to;
http://www.hartsecurity.com/index.asp
http://www.triplecanopy.com/triplecanopy/en/home/
http://sh.webhire.com/public/591/
And you may also check with Blackwater Security, KBR, and Fluor.
Good luck.
