if a person was diagnosed with depression years ago and still under treatment would this stop them from getting a secret clearance

That's one of the major rejection reasons. Mental illness or the use of an antipsychotic (or neuroleptics) is grounds for the loss of Security Certification. Military Personel who are diagnosed with PTSD are given treatment and partial disability when they leave the Service, but generally are not accepted back in after seperation. Civilian workers are required to adhere to Military Regs (The Physical requirements are less) and cannot have many preexisting conditions which may increase the chances of death or injury.
