Not Qualified To Work In The Middle East

I am a MEP Project Manager with over 20 years experience managing large projects in the USA and Caribbean. I have applied unsuccessfully for numerous contract positions throughout the Middle East which I consider that I am more than qualified for. The main reason I am not being considered for any of these jobs is not due to experience, but do to the fact that I do not hold a Engineering or relevant Degree. Why is required that I hold a relevant degree for a position that has never been required of me before?
